Risk, Sacrifice, and Success In their combined half-century of government service, Col. John Gioia, USAF (ret.) and Maj. Gen. Jack Robbins, USAF (ret.) had seen dozens of high-profile, high-risk government programs fail. In these failures, they saw an opportunity.
